The project was issued a Negative DOA (Determination Of Applicability)[of the WPA] by Conservation Commissions, but had OOC's (Order Of Conditions) issued by two of the Commissions to further guide harvesting.

There's a lot of things to think about before a project can begin.

Disposal: Roger wrote waste disposal officials three months before the removal could start.

Permits: Roger needed approval from the agencies that own the water body. Samples provided at right for the benefit of others who want to start similar projects. Each request included a proposal, dates that the project would happen, and explicit request for what the project needs from them.

April 2000: request for three-year permit from the Metropolitan District Commission (MDC)

May 2000: Conservation Commissions

Feb 2001: request to change activities in proposal

Request for Determination of Applicability, from the Bureau of Resource Protection. Roger submitted this to see if the project was subject to the Wetlands Protection Act.
